On Tuesday, the New York City Council passed two vital bills—one that bans the chaining of dogs for longer than three hours and another that nearly triples the licensing fees for unaltered animals. Both these measures will undoubtedly spare countless dogs and cats an enormous amount of suffering.
Project Runway’s Tim Gunn and comedian Joan Rivers had both championed the bills. In a strongly worded letter to the City Council, Rivers wrote, “I hope this Tethering Bill passes not just for the sake of the poor dogs tied up outside in the cold, but for the sake of the sons of b*****s who do this—because what I’d do to the creeps would be far worse than what any police officer would do!”
Councilmember Christine C. Quinn expressed her support in less colorful terms. “Tethering an animal for an extended period of time is cruel and unusual,” she said. “This bill will not only prevent this type of unnecessary cruelty, but also increase public safety for pedestrians throughout the City.”
The law makes New York City one of more than 100 localities throughout the U.S. that have restricted or banned chaining. You can help by working to get a chaining ban passed in your town.
How can a person look at this poor innocent face with his ribs sticking out…unnecessary gigantic chains, locks and collars weighing him down…and not want to free him and every dog like him?? God bless them all and may the right people help them!!
i think a law should be passed making it legal in all states to free an abused dog . . . chained, not enough food, no shelter, no water, etc. you abuse, i can go and rescue. simple ! ! !
I hope it helps the problem, but I fear that the ones (dog owners) who are the biggest problem will continue to be the biggest problem. Laws don’t seem to matter to them. They are aware that life on a chain is crule, but don’t care. They are aware of the pet population problem, but cont. to allow their unaltered animals to breed. I bet most do not even have their dogs licensed at the current cost. The cost to inforce the new laws will have a impact on the city budget, until this type owners is weeded out they (bad owners) lose the rights to own a dog. Community service and stiff fines for law breakers may help recoupe the cost and encourage compliance.
The only thing that deserves to be chained up like this, are the losers who would do this to an animal, man people suck!

I am happy that this law is in place.. Now I hope that if they do find a dog changed up the law is strick on the person who dose chain up their dog. There is no need to treat a pet this way! Fencing in your yard should be the only way to let them play out side. Just to keep them safe. I am very happy to that that dog has a new home. It is a very sad thing the way some people treat their pets weighing them down with heavy chains! What is that all about anyway? My dogs have never seen a chain! only the fence made of wood.. and yeah they sleep with me!!! My furbabies :o)
The last line says “You can help by working to get a chaining ban passed in your town.” But how? Where to start? Who can help? What are your “lessons learned”? Where is the repositority of info on this.

If it comes to where idiots have to chain a dog up outside, then they have no business having the dog in the first place. I swear owning a pet should be like owning a gun, background checks, and whatnot.
