Put it this way; some way or another those explosives has to be found. Either, we could ignore searching for them, and eventually someone would discover it in quite a painful way, or we could have someone at work to find and disarm these explosives. This job can be done by a human or a dog – they both would risk their lives for someone else, but the dog has an advantage as it can smell the explosives. So, putting a dog at the job would decrease the probability of anyones death. (But I can see the reason in “a human planted those explosives, a human should do the sacrifice”)

And a question to you; If we could train rats to do the job, would that be OK? What about ants?
